1. Preheat the oven to 375°F (190°C).
2. Grease an 8 x 8 inch baking pan.
3. In a saucepan, mix the dates and hot water, then simmer over low heat until the dates soften and absorb the water.
4. Add the orange zest, remove from heat, and let cool.
5. In a bowl, combine all the dry ingredients.
6. Add the butter in small pieces to create a crumbly dough.
7. Spread 2/3 of the mixture into the prepared pan.
8. Cover the date filling mixture and pour the remaining base mixture over the filling.
9. Bake for about 45 minutes or until golden brown.
10. Remove from the oven and let cool in the pan on a wire rack for 1 hour.
11. Refrigerate for 1 hour before cutting into squares.
